NUMBERS AND OPERATION is a common core content. Common core content means it touches K-12 students.
The State expected 3rd grade student to master and understand the concept of set or grouping.
The concept of set can be associated to division knowledge that the students already master. This will help them to see that their previous acquired knowledge in division is needed to solve real world problem. For example in packaging and supply chain application, 4 plates will be put in one box ( 1 set ).
Another way of solving this problem is using your knowledge of division. You are ask to find number of plates in one set.

| 8 | 2 | 8 plates / 2 sets = 4 plates per set |
| 12 | 3 | 12 plates / 3 sets = 4 plates per set |
